Rice-Giving Scheme
The ACT Rice-Giving Scheme partnering with Hong Kong Federation of Youth Groups' ("HKFYG") Neighborhood First Programme is a continuous 12-month assistance through the distribution of rice bags to underprivileged families and individuals recommended by social workers from various Not for Profit organizations in Hong Kong.
About Rice-Giving Scheme
The ACT's Rice-Giving Scheme partnering with HKFYG's Neighbourhood First Programme is continuous 12-month assistance through the distribution of rice bags to pre-vetted underprivileged families and individuals recommended by social workers from various Not for Profit organizations in Hong Kong. Families and individuals not assisted under or are currently assisted by the Comprehensive Social Security Assistance ("CSSA") Scheme operated under the Social Welfare Department will be eligible to apply for this assistance. Every year more than 5,000 of these families and individuals meeting the application criteria will be distributed with a 5-kg rice bag on a monthly basis throughout the year at the designated rice stations encompassing all 18 districts of Hong Kong. Youth and company volunteers from HKFYG will help to distribute the rice bags through the rice stations to the successful recipients. For those recipients with disabilities, youth volunteers will directly distribute the rice to their homes while showing care to the underprivileged.

Home delivery arrangements:
We will arrange for volunteers to deliver a pack of 5 kg white rice to the applicant’s address on the last Friday to Sunday of every month or every other month (see Note 1). We will call the Applicant beforehand to arrange the delivery time.
Note 1: Family households collect rice every month. Single households collect rice every odd month (odd month is May, July, September, November, January, and March)
2025/26 Rice-giving Scheme Application
Since April 2010, the Rice-Giving Scheme has been supporting low-income families in Hong Kong by providing essential rice packs. The scheme also engages youth volunteers in distributing these packs, fostering a spirit of care and community support. Over 65,500 families have benefited to date.
For 2025-26, eligible Hong Kong residents can apply, with priority given to those not receiving other financial aid. Approved households can collect a 5 kg rice pack monthly or bi-monthly, with a total of 4,500 families expected to benefit. Applications must be submitted via social worker referral by 31 December 2024.
